Last year, they installed cameras for “lights” in the lower city, but they only operate during the daytime. If the daytime lights are not turned on, you will receive a fine.
It’s possible that the camera malfunctioned in Mordovia and issued a standard fine.
The situation here is not straightforward… you can contest the fine by sending a registered letter either to the court where the violation took place or to the traffic police (at a cost of 50 rubles), and the fine can be successfully cancelled. However, the outcome ultimately depends on the individuals involved… there are fools everywhere, after all.
I have lodged an appeal against the fine through the state services, and they have informed me that they should respond within 10 days.

The residents and visitors of Nizhny Novgorod can look forward to an exciting program of events. The team at pravda-nn.ru has compiled a list of City Day festivities, road closures, and public transportation routes to help you navigate the celebrations.
Where to visit
There will be exciting festivities happening in various areas of Nizhny Novgorod. The Nizhny Novgorod Stadium will serve as the main venue in the Kanavinsky District, while Switzerland Park will be the focal point in the Prioksky District. The parking lot near the “Okay” hypermarket will be transformed into a festive hub in the Avtozavod District, while Burevestnik Square will come alive with celebrations in the Sormov District. The Yunost Sports and Recreation Complex will be the place to be in the Moskovsky District, and the parking lot near Zhar-Ptitsa Shopping and Entertainment Center will be bustling with activities in the Sovetsky District. The Rossiya Cinema will host festivities in the Leninsky District, and Minin and Pozharsky Square will be the vibrant heart of the celebrations in Nizhny Novgorod.
All the locations will be filled with performances by various dance and music groups, as well as interactive activities and flash mobs. The grand finale of the programs will feature renowned artists. The citizens of Nizhny Novgorod can look forward to performances by Kar-Man and Lada Dance at the Nizhny Novgorod Stadium, Stas Piekha at the “Switzerland” Park, Natalie at the Yunost Sports and Recreation Complex, Dmitry Malikov at the parking lot of the Zhar-Ptitsa shopping mall, PIZZA near the Rossiya Cinema, Gradusy at the parking lot of the GAZ Main Entrance Hall, The Hatters at Burevestnik Square, and Yegor Creed at Minin and Pozharsky Square. Admission is free.
All the entertainment events will conclude with a grand fireworks display, scheduled to take place at 10:00 PM in every district of the city, except for Prioksky. In Prioksky, the festivities will be held at the picturesque “Switzerland” park, where, due to safety regulations, fireworks are strictly prohibited.
To ensure the safety of all attendees, a total of 65 Ministry of Emergency Situations personnel will be stationed at various fireworks launching sites throughout the city.
Furthermore, various city attractions will be operational throughout the day. Hence, the All-Russian Volga Regatta 2023 is scheduled to take place in the Volga water area, right across from the “Hero” boat and the Chkalovskaya Stairs. Over 60 sailing and motor yachts, piloted by both professional athletes and enthusiasts, are set to participate in the festival. The festivities will commence at 10:00 and culminate with an evening sailing event and a dazzling light show called the “Volga Waltz” in front of the River Station, at 21:30.
Additionally, at 11:30, the “Parade of Brass Bands” festival will commence on Bolshaya Pokrovskaya Street. The participants will march from the “Dynamo” stadium to Minin and Pozharsky Square, accompanied by live music. Moreover, between 10:50 and 11:30, there will be platz-concerts as well.
Moreover, there is a scheduled event called “Friendly Nizhny” at the Y.M. Sverdlov Children’s Park, showcasing the festival of national cultures. It is set to take place from 12:00 to 16:00.
Additionally, on Saturday, the “Capital of Sunsets” festival will be held, featuring evening performances by musicians on three city squares. At 18:00, the Fedorovsky embankment will host the new-jazz trio Parolibre, followed by Asya Kochueva’s performance at 18:45 on Strelka. Furthermore, a musical evening by Real Msep will take place at 19:30 on the Nizhnevolzhskaya embankment.
The mobile stage known as “Capital of Sunsets” will be in operation during City Day. This state-of-the-art mobile complex is equipped with LED screens, its own acoustic system, lighting devices, and a diesel generator set, enabling it to operate autonomously without relying on electrical networks. The stage will showcase various performances throughout the day, starting with DJ ladidadida at 13:00, followed by RISHA at 15:00. At 17:00, the talented singer BUUU will take the stage, and at 18:00, the popular group “Delorean” will perform.
Furthermore, in Sverdlov Square, there will be a special event called Salut! Auction, scheduled to take place from 15:00 to 19:00. You have the opportunity to participate in this exciting auction.
How to reach the destination
The routes of 24 buses will be modified because of the closure of Nizhny Novgorod’s city center.
From midnight on August 14 until the end of August 18, and from 8 am on August 20 until the end of August 23, the section of Minin Square from Varvarskaya to St. George’s Congress will be temporarily closed.
Routes A-19, A-45, A-52, A-90, T-24, T-40, T-45, A-40, A-58, A-64, T-74, T-97, A-39, T-31, A-71, A-95, A-1, A-39, A-68, A-71, A-95, and 304 will be affected by these restrictions.
A-19, A-45, A-52, A-90, T-24, T-40, T-45 and 304 will follow the routes of Varvarskaya and Piskunova in both directions. A-40, A-58, A-64, T-74, T-97 will go towards Minina Street along Varvarskaya and Piskunova, and towards Zvezdinka Street along Piskunova, Varvarskaya, Minina Square, and Alekseevskaya.
A-39 and T-31 will make a turn around Bolshaya Pokrovskaya. A-71 and A-95 will make a turn around the small square of Minin Square.
A-1, A-39, A-68, A-71, and A-95 will drop off passengers at the stop “Minin and Pozharsky Square” near Dmitriev Tower.
On City Day, which is on August 19, several sections will be closed from midnight to 8 a.m. on August 20. These sections include Minin Square, Minin, Ulyanova, Varvarskaya, and Alekseevskaya Streets from Piskunov to Minin Square, Zelensky exit from Nizhnevolzhskaya Embankment to Dobrolyubova Street, and Minin Square.
A-3, A-61, A-92, T-70, and T-91 will go in the direction of Kovalikhinskaya Street – along the Pokhvalinsky exit, Maslyakov Street, Gorky Square, Zvezdinka, Alekseevskaya, Oktyabrskaya, Varvarskaya Streets, towards Kanavinsky Bridge – along Varvarskaya, Piskunov, Alekseevskaya, Zvezdinka, Gorky Square, Bolshaya Pokrovskaya, Malaya Pokrovskaya Streets, and the Pokhvalinsky exit.
A-19, A-52, A-90, T-24, T-40, T-45, and 304 will run towards Minin Street – along the Pokhvalinsky exit, Maslyakov Street, Gorky Square, Zvezdinka, Alekseevskaya, Oktyabrskaya, Varvarskaya, Piskunova; towards Kanavinsky Bridge – along Piskunova, Alekseevskaya, Zvezdinka, Gorky Square, Bolshaya Pokrovskaya, Malaya Pokrovskaya, and the Pokhvalinsky exit.
A-39 will run along Piskunova to the stop “Cinema Record”, back to the cinema along Alekseevskaya, Oktyabrskaya, and Varvarskaya.
A-40, A-45, A-58, A-64, T-74 and T-97 are scheduled to travel in the direction of Minin Street, following the route along Zvezdinka, Alekseevskaya, Oktyabrskaya, Varvarskaya, and Piskunova Streets. In the direction of Gorky Square, they will follow the route along Piskunova, Alekseevskaya, and Zvezdinka Streets.
A-71 and A-95 will have their routes shortened, ending at the stop “Rozhdestvenskaya Street”, while T-31 will only go as far as “Water Academy”.
Public transport gathering points will be placed at Gorky Square, adjacent to the “Record Cinema” and “Oktyabrskaya Ploshchad” stops; at Minina Street, near the “Water Academy” stop; at Nizhnevolzhskaya Embankment, close to the “Rechnoi Vokzal” stop; at Lenin Avenue, near the “GAZ Main Passage” and “Rossiya Cinema” stops; at Burevestnika Square, next to the “Zhar-Ptitsa” shopping center; at Yaroshenko Street, near the “Yunost” sports complex; at Gagarin Avenue, by the “Medical Institute” stop; and near the “Nizhny Novgorod” stadium.
Simultaneously, the operating hours of the Nizhny Novgorod subway and public transportation will be extended until 1 a.m. The subway trains will run with a 5-minute interval from 10 p.m. until the end of service. The final trains will depart from Park Kultury, Strelka, and Burevestnik stations at 01:05, and from Gorkovskaya station at 01:10.
How to reach the destination
On August 19, there will be traffic limitations in certain areas of Nizhny Novgorod. Consequently, restrictions are planned to be implemented on Lenin Avenue starting from 00:01 on August 18 until 06:00 on August 22, 2023. These restrictions will be in effect at the parking lot of the “Okay” hypermarket near house 113B, as well as at the entrance to the parking lot near the entrance of the “Kirovskaya” metro station from 00:01 on August 19 until 06:00 on August 20.
From August 14 to 22, there will be restrictions on circular traffic at Burevestnik Square, including the parking area near the “Meteor” technology monument.
There will be a road closure on Yubileiny Boulevard (from Ivan Chugurin Street to Kominterna Street) and Engels Street (from Burevestnika Square to house 7 of Engels Street, and from Burevestnika Square to TP No. 3527 on Engels Street) from August 18 to 20.
Temporary restrictions will also be in place from August 18 to 21 near the cinema “Russia” and Zarechny Boulevard.
On the evening of August 19, traffic will be halted on Betankura Street (from Gate #7 to the intersection with Volzhskaya Embankment (Gate #6).
Starting from August 18th until August 20th, the parking area of Sovetskaya Square near house 7 (on the right side of the road leading from Bogorodskaya Street towards Admiral Vasyunin Street) will be inaccessible. Additionally, during this holiday, there will be restrictions on stopping and parking at the traffic circle where Admiral Vasyunina Street and Boris Kornilov Street intersect.
From August 18th to 20th, there will also be limitations in the vicinity of the Youth Cultural Center, specifically on Yaroshenko Street (from house 7 to house 3).
Parking will be prohibited in the area where the festive events are taking place. However, it will be possible to bypass the blocked areas by using the adjacent streets.
As per the data released by the “Yandex Weather” service, there might be a slight chance of rain on Saturday. The temperature will rise up to +24 degrees. The wind speed will be 2.9 m/s in the morning and 1.7 m/s in the evening.
Alcohol
During the City Day celebration in Nizhny Novgorod, the sale of alcoholic beverages will be limited. The residents of Nizhny Novgorod will not be able to purchase alcohol within a distance of 500 meters from the event venues. The same restriction will be applicable to beverages in glass bottles.
